This release 

- ensures that the Stations Heard window's Vertical Scrollbar is fully visible (tnx to Tim KB3NPH)

- provides the option to specify a default RST Sent and RST Rcvd (tnx to Greg AB7R)

- updates the LogSettings.htm documentation file


Notes:

1. the "Initialize RST Items to 59/599" setting on the Config window's Log tab has been renamed "Initialize RST Items to default"

2. there's a new "RST sent & received" box in the "Default Settings" panel on the Config window's Log tab; if this box remains empty, then enabling the "Initialize RST Items to default" setting initializes the RST Sent and Received items to 59/599 as function of mode, just as previous WinWarbler releases did. If a default RST is specified, its used to initialize the RST Sent and Received items in newly-created QSOs.
